Expressions of Interest to Empower and Enable Micro, Small, and Medium Entrepreneurs through Information Technology and E-Commerce

 

The Chairman/Director General of the National Enterprise Development Authority (NEDA), invites expressions of interest up to 11:00Hrs on 09th November 2016, for a professional technical partner/entity with sound competence and financial capability in information technology and e-commerce to empower and enable Micro, Small and Medium Enterprises (MSMEs) in line with the National Policy Framework for the Development of SMEs.

The Prospective partners are required to submit their Detailed Expression of Interest (EOI), containing a comprehensive solution that would create a sustainable impact on SMEs in Sri Lanka, through the use of Information Technology and e-commerce, within the policy intervention framework identified by the National Policy Framework for Development of SMEs.

The EOI should identify and address the impact of the proposal through the use of e-commerce and Information technology, on each of the intervention tools identified in the National Policy Framework for the Development of SMEs, being:

  1. Enabling Environment
  2. Technology and Innovation
  3. Entrepreneurial Culture and Skills Development
  4. Access to Finance
  5. Market Facilitation
  6. Research and Development 

The EOI should clearly mention the sustainability of the partnership financially and service delivery.

You are also required to study the Corporate Plan of NEDA for the period 2014 - 2016 and mention your contribution to achieve the KPIs of NEDA.

Prospective partners can obtain a copy of the National Enterprise Development Authority Act, the National Policy Framework for Development of SME...etc. from the Acting Administration Officer at NEDA.

Sealed EOI proposals in duplicate, clearly marked “NEDA Proposal” on the top left-hand corner of the envelope may be dispatched by registered post or hand delivered to the Chairman/Director General, National Enterprise Development Authority, 561/3, Elvitigala Mawatha, Colombo 05, before the closing time of the specified date of submission.

 Sealed EOI proposals will be opened immediately thereafter.

Prospective partners or their authorized representatives not exceeding two (02) in number would be permitted to be present at the time of opening.
